The Jammu Kashmir Joint Public Action Committee (JKJAAC) has sent a formal letter to Pakistan’s Prime Minister Mian Muhammad Shahbaz Sharif expressing serious concern over the current serious and tense situation in Azad Kashmir, loss of life due to shelling and firing by forces, and the curfew and lockdown that has been in place for two months.<\/p>\n\n\n\n

The letter proposes 14-point immediate measures to restore peace and stability in the area and resolve public issues.<\/p>\n\n\n\n

The letter is signed by representatives of the core committee including Sardar Umar Nazir Kashmiri, Imtiaz Aslam, Khawaja Mehran Arshad Advocate, Saad Ansari Advocate, Sardar Arbab Advocate and Raja Ghulam Mujtaba.<\/p>\n\n\n\n

The letter to the Prime Minister states that the Action Committee had earlier informed about the situation in Azad Kashmir through a letter dated July 7, 2026, but no effective steps were taken to end the anti-people and violent situation.<\/p>\n\n\n\n

According to the letter, on July 27, Pakistani forces opened fire on a senior citizen, Dr. Osama Jamil (PhD Scharler), an educationist at the acting university\u2019s education department, and others, while more than 50 people were injured.<\/p>\n\n\n\n

Hospitals in Azad Kashmir are under the control of the forces, there is a severe shortage of medicines and food, and the internet and communication system have been suspended for the past two months. The government\u2019s failure to implement the October 4, 2025 agreement has deepened distrust among the people.<\/p>\n\n\n\n

The 14-point charter attached to the letter demands the government to take the following immediate steps:<\/p>\n\n\n\n

    \n
  1. Establishment of an international impartial commission: A commission consisting of international and national impartial personalities should be formed to investigate the killings, injuries, enforced disappearances, and allegations against peaceful protesters in Azad Kashmir from May 2023 to June 05, 2026, which should submit a report within 30 days.<\/li>\n\n\n\n
  2. Elimination of 12 refugee seats: Under the agreement of October 04, 2025, the 12 illegal seats of refugees residing in Pakistan in the Azad Kashmir Assembly should be eliminated immediately.<\/li>\n\n\n\n
  3. Elimination of privileges: The illegal privileges of the ruling class, bureaucracy, and elite should be eliminated and the saved money should be spent on health and education.<\/li>\n\n\n\n
  4. Interim government and new Election Commission: Declaring the current elections null and void, an impartial interim government should be established under the representation of JKJAAC, which should conduct transparent elections within 6 months.<\/li>\n\n\n\n
  5. Termination of proceedings and cases: The position before June 04, 2026 should be restored, all military and paramilitary measures should be withdrawn, compensation for human and financial losses should be made, and the arrested and captives should be released unconditionally.<\/li>\n\n\n\n
  6. Power projects and load shedding: All hydel power projects of Azad Kashmir should be established as a national grid station and separated from NEPRA and declared as load shedding free zone.<\/li>\n\n\n\n
  7. Kashmir Express and roads: Construction of Neelum to Bhimberdhand Way (Kashmir Express) and other important highways should be completed soon.<\/li>\n\n\n\n
  8. Health facilities (PIMS and RIC style): Modern hospitals on the lines of PIMS and Rawalpindi Institute of Cardiology (RIC) should be established in all three divisions of Azad Kashmir and all DHQ and THQ hospitals should be upgraded.<\/li>\n\n\n\n
  9. Mirpur Airport: The feasibility of the international airport in Mirpur should be completed and construction should start in the financial year 2026.<\/li>\n\n\n\n
  10. Electricity and Flour Agreement: The notification of May 13, 2024 on electricity prices and the agreement on flour should be adhered to.<\/li>\n\n\n\n
  11. Uniform Education System: Uniform curriculum and free secondary and higher secondary education should be provided.<\/li>\n\n\n\n
  12. High Court Decision: Implementation of the 2019 decision of the High Court of Azad Kashmir should be ensured.<\/li>\n\n\n\n
  13. Issuance of Tenders: Tenders should be issued by NHA for the construction of Azad Patan to Sidhanoti roads.<\/li>\n\n\n\n
  14. Determination of Time Frame: A limited time frame should be set for the implementation of all the recognized demand charters and government resources should be spent on the welfare of the people.<\/li>\n<\/ol>\n","protected":false},"excerpt":{"rendered":"
