Countries like South Sudan, Burundi, the Central African Republic, Niger, Chad, Afghanistan and Somalia are among the poorest and least developed countries in the world. Millions of citizens of these countries may not be able to access the facilities that are available to citizens of the developed world, but can anyone say on this basis that they do not love their homeland? Absolutely not.

Poverty is not the enemy of patriotism. A poor father works hard for a better future for his children, a mother manages a house with her limited resources, a young man struggles in search of employment and respect in his country, a farmer remains attached to his land and an ordinary citizen desires the peace and prosperity of his homeland. These are the true pictures of patriotism.

The political consciousness of the world has long recognized a basic fact that homeland, state, government and state institutions are not the same thing. Governments come and go, parliaments change, political parties come to power and go to opposition, the leadership of institutions keeps changing; but the homeland remains in its place. Therefore, disagreeing with the policy of a government, political party or state institution is not treason against the homeland. Rather, sometimes raising questions for the future of one’s homeland, raising one’s voice against oppression, identifying corruption, demanding the supremacy of the constitution and struggling for the rights of the people is true patriotism.

The real problem arises where a powerful institution begins to understand that the only criterion of patriotism is loyalty to this institution. Then a dangerous mindset arises that whoever supports us is a patriot, whoever questions is suspicious, whoever disagrees is an enemy of the country, whoever protests is a traitor and whoever remains silent is a loyalist. This mindset is dangerous for any society, because in it the homeland is separated from the people and an institution is considered the sole representative of the homeland.

A country with a population of about 250 million. This country has also been struggling with poverty, unemployment, inflation, political instability, institutional conflict and many other problems. But the question is, do the 250 million citizens of Pakistan not love their homeland? Are those people who raise children with their hard-earned money, send money to their families even after going abroad, help each other in natural disasters, remember the sacrifices of their relatives at the borders, love their cities and villages—are they not patriots?

If a citizen criticizes the government’s policy, questions the political role of an institution, or takes to the streets for his rights, does it mean that he has lost loyalty to the country? This logic is neither democratic, nor moral, nor rational.

A fundamental question arises here that if a country creates the perception that only the military leadership and forces are loyal to the country, then what is the status of the remaining millions of citizens? Is the tax-paying citizen not a patriot? Is the farmer, laborer, doctor, teacher, engineer, journalist, businessman, student, and the citizen living abroad who helps his family and the country not loyal to the country? Does the dissenting citizen suddenly lose his country?

If such a perception takes root in a society, then the question has to be ironically raised that are the remaining millions of citizens of the country not human beings but just numbers, or cows and buffaloes who will also have to obtain a certificate of patriotism from the centers of power? Of course, this is a satirical metaphor, but the question behind it is very serious: who gave any one institution or leadership the authority to decide a citizen’s patriotism?

The people of the world’s poorest countries have endured wars, seen famines, migrated, seen dictatorships and gone through political crises, but they have not severed their connection with their homeland. Afghan citizens have maintained their connection with their homeland despite decades of war. The people of African countries have maintained their national identities despite colonialism, poverty and internal conflicts. Ordinary citizens of countries like Burundi, Niger, Chad and South Sudan may not have the wealth of the world’s richest people, but they certainly have that passion for their country that cannot be measured by a bank account, per capita income or military uniform.

True patriotism is not about a citizen bowing his head to every command. True patriotism is when a citizen wants a better future for his country, speaks out against oppression, demands the rule of law, wants a secure future for his children, wants a fair distribution of his resources, and demands freedom of expression, justice, and human dignity. Above all, he refuses to consider his homeland the property of any individual, group, or institution.

The army is an important institution of the state. It has its place of respect, its responsibilities are its place, but the state is not the name of any one institution and the homeland is not the property of any one institution. The homeland belongs to the soldier as well as to the farmer. The homeland belongs to the doctor as well as to the laborer. The homeland belongs to the journalist as well as to the teacher. The homeland belongs to the government supporter as well as to the government critic. The homeland belongs to the person who sits in the capital and to the poor citizen who is struggling to earn two meals a day for his children in a remote village.

Therefore, instead of distributing certificates of patriotism, state institutions should think about how to create a system in which the people are proud of their homeland instead of forcing the people to prove their love for their homeland. Because the day the state starts constantly doubting the loyalty of its own citizens, the problem becomes more of a crisis of trust between the state and the citizen than the patriotism of the citizen.

And remember that the proof of love for the homeland is not uniform, but character. The proof of patriotism is not silence, but responsibility. And loyalty does not mean loyalty to the rulers, but loyalty to one’s homeland and its people.

The homeland does not belong to any general, any government, any party or any institution, but to the people.

٭٭٭

There are countless countries in the history of the world where poverty has made people’s lives miserable, where basic facilities are limited, where wars and political crises have affected generations, but no one doubts the love of their citizens for their homeland.
