The Judicial Inquiry Commission established to investigate the incident of killing of 31 policemen in an attack by militants in Ziarat district of Balochistan has started its work.<\/p>\n\n\n\n
Justice Muhammad Amir Rana, a judge of the Balochistan High Court, has been appointed as the Judicial Inquiry Commission.<\/p>\n\n\n\n
The commission has asked all those who want to appear as witnesses or submit any documents to register their names in the commission\u2019s office located in the High Court for this purpose by August 28.<\/p>\n\n\n\n
It may be recalled that in early July this year, an attack was carried out on the pumping station site of the Mangi Dam in the Mangi area of \u200b\u200b\u200b\u200bZiarat district, in which 9 policemen were killed on the spot, while the rest of the officials were abducted and killed.<\/p>\n\n\n\n
The relatives of the slain officials and workers of political parties staged a sit-in in Quetta for ten days against this incident. One of the main demands of the sit-in participants was that the incident be investigated by a judicial commission.<\/p>\n\n\n\n
The judicial inquiry will investigate the facts and circumstances leading to the deployment of police personnel at the Mangi Dam Pumping Station and determine under what procedure and on what grounds the security responsibility of the said installation was entrusted to these police personnel?<\/p>\n\n\n\n
To determine whether the former Levies Force personnel were adequately trained to deal with counter-insurgency or terrorist attacks with the use of limited weapons and ammunition, and why they were deployed with limited resources for such a sensitive and risky operation?<\/p>\n\n\n\n
To investigate whether the police personnel deployed at the Mangi Dam Pumping Station were provided with adequate weapons, ammunition and additional reinforcements and personnel or not? And if not, to determine those responsible for this omission.<\/p>\n\n\n\n
To ascertain whether the required logistical support including arms, ammunition and additional personnel were provided to the deployed personnel in adequate quantity and on time? And if not, to determine the reasonableness of the justification for the deficiency and negligence and to determine the responsible parties.<\/p>\n\n\n\n
To recommend legal action against the responsible district administration and other security agencies\/departments, and to ensure that if any person is found guilty, the government implements the recommendations of the inquiry commission against the responsible parties.<\/p>\n\n\n\n
The inquiry commission will have full powers to conduct investigations under the Criminal Procedure Code and other relevant laws, such as recording statements of eyewitnesses, inspection of the crime scene, geo-fencing, obtaining detailed records of telephone and mobile calls made, etc.<\/p>\n\n\n\n
The proceedings of the inquiry commission will be conducted at the discretion of the commission, and the commission may summon or invite such ordinary persons who are aware of the facts of the incident\/attack to appear before it and record their testimony\/statements.<\/p>\n\n\n\n
To make appropriate recommendations, if necessary, to prevent recurrence of such incidents in the future, to make the protection of important and sensitive installations, emergency response procedures, security equipment and other relevant measures more effective and robust.<\/p>\n\n\n\n
The relatives of the deceased shall be given full opportunity to appear before the Commission of Inquiry on the relevant facts and to have their testimony\/statement recorded.<\/p>\n\n\n\n
To examine the security plan and the records of deployment of security personnel prior to the incident, and to determine whether other law enforcement agencies, despite being deployed in the vicinity, were unable to provide adequate security cover or support to the deceased police personnel.<\/p>\n","protected":false},"excerpt":{"rendered":"
