Reports of civilian deaths, injuries, arrests, alleged enforced disappearances, communication blackouts and restrictions on journalism during the recent public protests in the disputed state of Jammu and Kashmir, administered by Pakistan, have brought the crisis to a stage where the question of not only political and public response for Islamabad but also international human rights accountability and possible sanctions is emerging. In July, UN human rights chief Volker Turk expressed concern about the situation in the disputed state of Jammu and Kashmir, which is administered by Pakistan, and called for an end to violence and respect for human rights, while Amnesty International pointed out the internet shutdown, mass arbitrary arrests and the use of lethal force during the crackdown in June.<\/p>\n\n\n\n

This situation is no longer just an internal political conflict. In August, the Financial Times reported that at least 89 civilians had been killed in protests in the disputed state of Jammu and Kashmir, administered by Pakistan, since June 2026, while The Guardian published details of the killing of a British citizen, Mohammed Akhtar, and the detention of another British citizen in Kotli on June 9. While the figures for deaths and incidents vary from source to source and some claims are difficult to independently verify, the fact remains that the situation in the disputed state of Jammu and Kashmir, administered by Pakistan, has now caught the attention of the international media, the United Nations, and international human rights organizations.<\/p>\n\n\n\n

Islamabad must understand that if the use of state power continues in this manner, without independent investigations into civilian deaths and alleged human rights abuses, without information provided to families of missing persons, without bringing those arrested to justice in accordance with the law, and without preventing journalists from reporting freely, Pakistan will face not only international condemnation in the coming days, but also the growing demand for specific human rights sanctions against those responsible.<\/p>\n\n\n\n

This is not an imaginary threat. The UK already has a system of international human rights sanctions in place, under which sanctions can be imposed against individuals and entities involved in serious human rights abuses. Under the UK system, activities within a state that constitute a serious violation of an individual\u2019s right to life or the right to be free from torture and cruel, inhuman or degrading treatment can be subject to sanctions.<\/p>\n\n\n\n

This means that if credible evidence suggests that a specific government official, commander or other responsible person is involved in extrajudicial killings, torture or other serious human rights violations, there is a legal avenue for action against that person. The UK system allows for measures such as asset freezes, restrictions on access to financial resources and travel or entry bans. The UK government itself describes the system as a means of targeting individuals responsible for serious human rights violations, not as a means of punishing ordinary citizens of a country.<\/p>\n\n\n\n

The EU is also open to action. The EU also has a system of global human rights sanctions, under which individuals and entities responsible for serious human rights violations anywhere in the world can be targeted. The EU has explicitly listed extrajudicial killings, torture, enforced disappearances and arbitrary arrest or detention as serious violations that can be taken against. Under this system, the assets of the individuals concerned can be frozen and their entry into the European Union can be banned.<\/p>\n\n\n\n

So the real immediate threat to Pakistan is not that the entire country will be hit with comprehensive economic sanctions like Iran or North Korea tomorrow. The more viable and immediate threat is targeted sanctions against specific individuals and entities. That is, if the evidence is strong, a specific military or government official\u2019s overseas assets could be frozen, their financial transactions could be restricted, they could be barred from entering the UK or Europe, and specific entities or business interests associated with them could be targeted. Existing UK and EU systems already provide the legal basis for such measures. Also of concern to Islamabad is the growing international documentation of events in the disputed state of Jammu and Kashmir that it administers. Reuters reported in August that Pakistan had expanded existing restrictions on foreign media by imposing government authorization requirements for the movement and reporting of Pakistani journalists, local assistants and local staff of foreign media outlets. If such restrictions are imposed at a time when reports of civilian deaths and crackdowns in the disputed state of Jammu and Kashmir, administered by Pakistan, are emerging, the question on the global level becomes even more acute as to why there was a need to restrict free journalism and independent investigations.<\/p>\n\n\n\n

Pakistan must also understand that in today\u2019s era, the record of a major tragedy or crackdown is not preserved only in local newspapers or government files. A video, a photo, a medical report, an eyewitness, a court application, a family\u2019s testimony and a credible international report can all together form a verifiable chain of evidence in the future on the basis of which international action can be demanded against an individual. This is why, if allegations of human rights violations in the disputed state of Jammu and Kashmir, administered by Pakistan, continue, every death, every arrest, every alleged disappearance and every incident of violence can become part of future international accountability.<\/p>\n\n\n\n

In this situation, the best course for Pakistan is not to try to convince the world that the problem does not exist, but to open the door to a transparent and independent investigation. There should be impartial investigations into the deaths of civilians, those responsible should be determined, those arrested should be brought before the courts in accordance with the law, families of missing persons should be given immediate information, journalists should be allowed to report freely, and the use of unnecessary or disproportionate force against civilians should be stopped. These are the steps that could take Pakistan away from the potential path of international sanctions. Or save it from these expected sanctions.<\/p>\n\n\n\n

Otherwise, in the coming days, the issue will not be just who shot at whom in the Pakistani-administered region of the disputed state of Jammu and Kashmir? The question will also be who ordered the firing, who supervised it, who refused to stop it, who obstructed the investigation and who provided protection to those responsible? This is the stage where a local human rights issue can turn into an international sanctions issue.<\/p>\n\n\n\n

It should also be clear to Pakistan that if sanctions are ever imposed, their strongest moral and legal justification is not to punish the Pakistani people but to hold those responsible for alleged violations accountable. The UK sanctions system is also based on the same concept of targeting individuals responsible for human rights violations, not the entire population of a country. Thus, if the Kashmiri diaspora moves in this direction, it could not only bring those responsible for human rights violations in the disputed Pakistani state of Jammu and Kashmir to justice, but also open the way for Pakistan to expose the atrocities committed within its own provinces.<\/p>\n\n\n\n

So today, the choice before Islamabad is clear: either continue the policy of suppressing the protests through force and then face increasing international pressure, investigations, diplomatic criticism and possible specific sanctions, or find a political solution to the political problem, recognize the rights of citizens, investigate the use of force and hold those responsible accountable.<\/p>\n\n\n\n

The sound of a bullet fired in the mountains of Jammu and Kashmir can perhaps be suppressed for a while in Islamabad, but when that bullet hits an innocent civilian, its echoes are heard with the same intensity in London, Brussels, Geneva, Washington, Toronto, Rome, Milan, Barcelona, \u200b\u200bBerlin, The Hague, Scotland, Ireland, Copenhagen, Stockholm and Oslo.<\/p>\n\n\n\n

And if this echo reaches the threshold of international sanctions, which is expected, then the question will not be why sanctions are being imposed on Pakistan? The question is, why did Islamabad take the path that forced the world to consider sanctions?<\/p>\n\n\n\n

There is still time to abandon the path of force and adopt the path of law, negotiations, transparent investigations and human rights; because the protection of human rights in the disputed state of Jammu and Kashmir, administered by Pakistan, is not just a problem for the Kashmiri people, it has also become a question of Pakistan’s own international future.<\/p>\n\n\n\n
