Consider an individual who accepts payment to kill someone; he is known as a “hired killer.” He is recruited for the task, a fee is agreed upon, a firearm or another weapon is employed, and a human life is extinguished. The killer walks away with his payment, while the victim’s family is left to endure the permanent loss of their loved one.

Now, consider another scenario. An individual enters government service. He receives a monthly salary, wears a uniform, and is trained in the use of weapons. One day, he is ordered to go to a specific location where people are protesting—people who are unarmed and demanding their fundamental rights. If he is ordered to open fire, and he does so—resulting in the death of an unarmed person—a profound moral question arises with full intensity: for the victim, what difference does it make whether the person who pulled the trigger was paid a one-time fee for the killing, or received a regular monthly salary?

When an unarmed person is killed, the value of the victim’s blood is not diminished simply because the perpetrator was wearing a uniform.

If a person is paid to kill another human being, does that payment alter the reality of the act? If someone commits a murder in exchange for, say, a million rupees, that money cannot bring the victim back to life. If a person takes another’s life in exchange for a monthly salary, that salary cannot restore the life that was snatched away from the victim’s family. The only difference lies in the method of compensation; there is no difference in the value of a human life.

Therefore, one might pose a question by considering both scenarios. One individual says, “Pay me, and I will kill him.” Another says, “Give me the order, and I will kill him.” If, in both instances, a human being loses their life, it would be difficult to argue to the victim’s family that the first killer’s act is more grave simply because he was in civilian clothes, while the second was wearing an official uniform. For the victim, there is no distinction between a uniform and civilian attire. In both cases, a bullet pierces the body; in both, the blood is red; and in both, the outcome—death—is exactly the same.

In the state of Jammu and Kashmir—administered by Pakistan—serious questions have been raised regarding civilian casualties and the use of force during a protest movement for public rights. A fact-finding mission by the Human Rights Commission of Pakistan (HRCP) has called for an independent and impartial investigation into all alleged killings and injuries that have occurred since June 2026, while also noting various accounts concerning the use of force by both state authorities and the protesters.

Suppose an individual uses a knife to kill someone; people label him a murderer. If, the next day, a person in uniform uses a knife to kill an unarmed individual, does the uniform somehow alter the nature of the victim’s wound? The wound remains the same; the death is the same; the son remains a mother’s son, the husband a wife’s husband, and the father a child’s father. How, then, can the attire of the killer serve as a yardstick for the value of a human life?

The fundamental question will always remain: Who was killed? Why were they killed? Who killed them? And under whose orders was the killing carried out? This inquiry is not directed against the military; rather, it stands in defense of human life. It is not an indictment of a soldier’s uniform, but an appeal to the human conscience.

For the strength of a civilized state is not measured by the number of guns it possesses; instead, it is gauged by the value it places on human life. And if an unarmed person is killed at the hands of another, the core question should not merely be “who committed the act?” but also, “why did they take a human life?”

If we are Muslims and believe in the Quran, then the Holy Quran provides a clear directive regarding the sanctity of human life: whoever kills a single human being, it is as if he has killed all of humanity; and whoever saves a single human being, it is as if he has saved all of humanity. This concept reminds us that a human being is not merely an isolated individual. Behind them lies a family—a mother, a father, children, friends, dreams, and a future. When a person is killed, it is not just a single body that falls to the ground; countless other lives connected to that person are irrevocably altered.

Therefore, whether the hand of a killer was set in motion by a hired payment or a monthly salary; whether they were in civilian clothes or in uniform; whether they acted on the orders of a private individual or a government official—if they have killed a human being, the humanity of the victim is not diminished, nor is the gravity of the crime lessened.

Dismissing the death of a citizen by claiming that “an order was carried out to uphold the rule of law or the writ of the state” cannot constitute a complete concept of justice. The principle of justice is simple: whoever committed an act must bear the responsibility for it, based on the evidence.

For history does not ask the victim whether their killer was wearing a uniform or civilian attire. The victim only knows that they were alive, and then they were killed.

And the most fundamental question regarding humanity is this: can a killer ever wear any garment that might erase the stain of blood from their hands? If the answer is no, then we must look at the humanity of the victim before we consider the attire of the killer—because the color of blood does not distinguish between uniforms and civilian clothes. No specific attire can serve as a license to kill, nor can any uniform erase the stain of blood.

Perhaps the greatest tragedy in human history is not merely that humans have killed one another, but that they have sought to diminish the gravity of such acts by labeling them differently—sometimes as a crime, sometimes as war, sometimes as an order, sometimes as a duty, and at other times, simply as a job.
