This duration now surpasses the 126-day sit-in staged by the Pakistan Tehreek-e-Insaf (PTI) in Islamabad in 2014.

However, there is a fundamental difference between the two. The PTI’s sit-in in Islamabad was centered on national politics, whereas the protests in Pakistan-administered Kashmir are driven by local demands, government policies, arrests, and contentious incidents involving civilian deaths.

The question arises: what circumstances transformed these regional protests into such a protracted sit-in? Why does the deadlock persist despite negotiations? And will the arrival of winter pose a new challenge for this movement?

From Negotiations to Confrontation

The current wave of protests in Pakistan-administered Kashmir has been unfolding in various forms for the past two years. However, the events that transpired on the night between June 5 and June 6 gave this movement a new direction. The situation became increasingly tense following the government’s move to declare the Awami Action Committee (AAC) an outlawed organization, alongside reports of internet shutdowns, a crackdown, and arrests.

In the Poonch district, a clash erupted during an attempt to arrest Umar Nazir Kashmiri, a core member of the Awami Action Committee, resulting in the death of a citizen named Shazib Habib.

Following this incident, citizens in Rawalakot took to the streets. Protesters placed the body of Shazib Habib outside the Sheikh Zayed bin Sultan Al Nahyan Hospital and began a sit-in. They declared that the protest would continue until an FIR (First Information Report) was registered against those responsible for the incident.

This protest intensified at a time when negotiations between the government and the Awami Action Committee were still underway.

Negotiations on May 30 and Hopes for June 7

On May 30, negotiations took place in Muzaffarabad between the Awami Action Committee, the regional government, and Pakistani ministers. However, these talks did not reach a definitive conclusion.

Rana Sanaullah, Advisor to the Prime Minister of Pakistan on Political Affairs, stated to the media that although no significant progress was made during the talks, another round of negotiations is expected on June 7.

The Awami Action Committee had announced a ‘long march’—scheduled for June 9—from Bhimber to Muzaffarabad, demanding the implementation of their ‘charter of demands.’

Thus, while there remained a glimmer of hope for negotiations, preparations for the protest march were also moving forward. However, events took a turn that led to an escalation of tension in the region even before the next round of talks could take place. The Rawalakot Sit-in and the Death of Shazeb Habib.

The sit-in that began in Rawalakot on June 5 was brought to an end on the night between June 7 and 8 following a crackdown by security forces. Authorities also took custody of the body of Shazeb Habib, who was killed during the protest.

This incident further fueled the anger of the demonstrators and marked a new turning point for the protest movement.

According to nationalist leader Sardar Aman, the conflict between the use of state force and protest movements is not new to the region’s history.

However, at this juncture, the fundamental question was: can a protest be ended through the use of force, or does such an action risk causing the movement to spread even further?

From Bhimber to Rawalakot: The Long March and the Situation Under Curfew

On June 9, the Awami Action Committee (AAC) initiated a long march from Bhimber toward Muzaffarabad, as previously announced.

During the march, reports emerged regarding actions taken by security forces and the use of force. News also circulated concerning civilian casualties in various incidents; however, conflicting claims arose regarding the exact death toll and the specific details of these events.

The long march reached Rawalakot on June 10, but participants were unable to enter the city. At that time, there were reports of curfew-like restrictions and impediments to movement in Rawalakot. While there was talk of a locally imposed curfew, the situation remained unclear regarding any formal announcement or official notification.

These developments indicated that the conflict was no longer limited merely to the acceptance of specific demands; rather, it had expanded to encompass broader issues concerning civil liberties, state actions, and the right to protest.

The Death Toll: Conflicting Claims and Unresolved Questions

The number of casualties during the Awami Action Committee’s protest has remained one of the most contentious issues.

According to Abid Shaheen, a core member of the Awami Action Committee, it is difficult to ascertain the precise status of all those affected. He noted that, in some cases, there is no information regarding the whereabouts of individuals—specifically, whether they are being held in police stations or have lost their lives.

While he provided an estimate regarding the number of fatalities, this figure has not been established as independently verified data. Meanwhile, the Inspector General of Police for Pakistan-administered Kashmir presented a different perspective regarding the fatalities. In response to questions from journalists, he requested evidence to substantiate the claims of deaths.

Rana Sanaullah, a representative of the federal government, offered an estimate of the death toll that differed from the figures claimed by the Awami Action Committee.

Thus, there is a clear discrepancy between the positions held by the respective parties regarding the fatalities.

Amidst these conflicting claims, there is a critical need for transparent and reliable data to establish the exact number of those killed, injured, arrested, or reported missing.

This is because, in any conflict, precise details regarding the loss of human life are not merely a subject for political debate; they are also intrinsically linked to the demands of affected families for justice and accountability.

Charter of Demands and Stalled Negotiations

The Awami Action Committee states that the primary objective of its movement is the implementation of its ‘Charter of Demands.’ Conversely, the government and federal representatives hold differing views regarding the movement itself, its methods, and the situation that has emerged as a result.

Over the past few months, various negotiating delegations have engaged with the Awami Action Committee; however, these interactions have yet to yield a definitive outcome that could lead to the end of the protests.

This situation raises a fundamental question: if negotiations are indeed the solution to the problem, what is preventing these talks from becoming productive? Do the differences concern the nature of the demands, the procedures for their implementation, or is a lack of trust between the government and the Awami Action Committee the primary reason for this deadlock?

The answers to these questions could play a crucial role in determining the future of this movement.

The Winter Challenge and the Rawalakot Sit-in

Although protest sit-ins have continued across various districts, Rawalakot has emerged as a key hub for this movement.

With the arrival of winter, the question arises: could the severe cold, rain, and other adverse weather conditions force the protesters to end the sit-in?

Azhar Rashid, a member of the Awami Action Committee, dismisses this notion as government propaganda. According to him, the protesters remain steadfast in their demands, and history shows that protest movements have persisted in the past despite harsh weather conditions.

However, the challenge of winter will not be limited solely to the resolve of the protesters. Sustaining a prolonged sit-in will also present significant challenges regarding the provision of food, shelter, healthcare, and daily necessities.

Conversely, this situation also poses a test for the government: can it—despite the ongoing protests—find a path toward negotiations that restores normalcy to the region and fosters trust between the parties?

Where, ultimately, will this sit-in lead?

Having persisted for 138 days, the sit-in has now reached a stage where neither merely continuing the protest nor simply ending it appears to offer a complete solution to the problem.

On one hand, the Awami Action Committee insists that its demands be met; on the other, the deadlock in negotiations with the government and federal representatives remains unresolved. Conflicting claims regarding civilian casualties, issues surrounding arrests, and questions about state actions further complicate this conflict.

In this situation, any potential resolution would require the parties involved to adopt a viable path toward negotiations, clearly articulate their demands and the mechanisms for their implementation, and uncover the truth through transparent investigations into contentious incidents, including those involving fatalities.

Currently, the sit-ins taking place in various locations—including Rawalakot—raise a key question: will this movement culminate in an agreement, will negotiations once again reach a stalemate, or will the onset of winter and shifting political dynamics alter the course of the protests?

The answer will emerge only through developments in the coming days and the decisions taken by both the government and the Public Action Committee.

For now, one thing is clear: the days of the sit-ins are numbered, but their ultimate outcome remains to be determined.

With a protest movement spanning from Rawalakot to Muzaffarabad, conflicting claims regarding casualties, failed negotiations, and the onset of winter—will this prolonged sit-in culminate in a productive agreement between the government and the Public Action Committee?

[24
40,55,102,34,46,37
post-3416","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-analysis","tag-government-of-pakistan","tag-government-of-pok","tag-jkjaac","tag-pakistan","tag-pakistan-army","tag-pok

138-Day Sit-in: Where Will the JKJAAC Movement in Kashmir Lead?
