Whether in Indian-Occupied Kashmir, Pakistan-Administered Jammu and Kashmir, or Gilgit-Baltistan, the traditional political leadership has consistently failed to address the fundamental problems faced by the public. Instead, by persistently ignoring the people, they have focused solely on the well-being of their own families and on perpetuating their grip on power for future generations. This is not merely a coincidence, but a persistent pattern of politics that has inflicted the same sense of deprivation upon every region of the divided state.

While the partition of the State of Jammu and Kashmir fragmented its geography, it left the suffering, deprivation, and powerlessness shared by all. The people living on both sides of the Line of Control are united by their history and culture—and, regrettably, also by their shared political misfortune. Much like a single ailment spreading through various rooms of the same house, this “malady of leadership” has taken root in every part of the state.

Due to self-serving leadership and hereditary politics, power in Indian-Occupied Kashmir has revolved around a few select families for decades. Generation after generation, the same political legacy has been passed down. Rather than bringing the youth to the forefront of politics, positions of power have been handed down from fathers to their sons and daughters. In every election, the public has been presented with new promises, yet the faces and the families have remained the same.

The situation is much the same in Pakistan-Administered Jammu and Kashmir. Here, too, a handful of families have dominated the legislative assembly and ministerial positions for generations, continuously fielding their own sons, daughters, and relatives in the political arena. Political parties shifted, flags and slogans changed, yet the families occupying the corridors of power remained the same. For anyone outside this system—no matter how talented or sincere—the path to advancement remained effectively closed.

The situation in Gilgit-Baltistan is even more distressing. To this day, this region has neither attained a constitutional identity nor genuine autonomy. Local politics here has remained subservient to external parties and influential families. Decisions were made elsewhere, while local representatives were reduced to mere custodians of those decisions. Those who ought to have been the voice for their region’s rights were instead preoccupied with safeguarding their own positions.

A common trait among the traditional leadership of these three regions is that the problems of the common people were never among their priorities. Issues such as employment, education, healthcare, basic amenities, civil liberties, and political rights featured on their agenda only in the form of rhetoric. Their primary focus remained on keeping power within their own families; to this end, they systematically groomed their own descendants. They designated successors, provided them with political training, and equipped them with resources and connections—and to this day, those same faces and their heirs remain on the political stage.

When the sole objective of a leadership is the survival of its own family, the concerns of the public are inevitably relegated to the background. While the ordinary citizen remained entangled in the struggles of daily life, those claiming to represent them were busy maneuvering on the chessboard of power. Consequently, the chasm between the public and the leadership widened, trust eroded, and disillusionment with politics took root.

This disillusionment is, in itself, a dangerous phenomenon. When people begin to perceive that their voices carry no weight—and that the system is designed not for them, but for a select few—society drifts toward apathy and chaos. The people of the State of Jammu and Kashmir have spent decades living in precisely this state.

On the other hand, there were forces that advocated for the restoration of the State’s unity, complete freedom, autonomy, and prosperity. They prioritized an ideology over personal gain. The sacrifices of leaders like Maqbool Butt are etched into history, and countless activists—driven by a genuine concern for the State—endured imprisonment, exile, and immense hardship. Their intentions and sacrifices remain beyond reproach.

Yet, the bitter reality is that no leader among them groomed a successor. The movement remained centered around individual personalities; once a figure departed from the scene, a void emerged. While the ideology endured, no organized structure was established to carry it forward. Concepts such as the training of a new generation, organizational continuity, and collective leadership failed to take root. Instead, these groups largely succumbed to repeated cycles of fragmentation.

Thus, a peculiar tragedy unfolds. Those who genuinely cared for the state failed to ensure a transition of leadership; conversely, those who managed the transition of leadership—grooming their own descendants for power—lacked any genuine concern for the common people. On one side, there was continuity but no sincerity; on the other, sincerity but no continuity. This dichotomy represents a major tragedy in our political history—a void in which successive generations of the public have been left without direction.

Against this backdrop, the peaceful movement for fundamental public rights in Pakistan-administered Jammu and Kashmir marks a new chapter. This movement is not the creation of any specific family, traditional political party, or prominent individual; rather, it has emerged from the people’s own grievances and their growing collective consciousness. It is rooted in the very fundamental rights from which the public has been deprived for years.

While the Awami Action Committee (Public Action Committee) did not consciously devise a plan to groom successors, it has fostered such a profound awareness of rights among the people that leadership is emerging organically. Though this may seem trivial on the surface, it is, in fact, deeply significant. Traditionally, the approach to developing leadership involved selecting a few individuals, training them, and imposing them from above. In this movement, however, leadership is rising from the grassroots—emerging from within the ranks of the people as they engage in the struggle together.

The youth and students—who, until recently, were mere spectators—are now preparing to take on leadership roles themselves. Through processes of protest, dialogue, and organization, they are learning how to conduct a collective struggle, how to articulate the case for their rights, and how to earn the trust of the public. This leadership is not born of dynastic inheritance or patronage, but rather from popular struggle and collective consciousness—and therein lies its greatest strength. In this way, this movement is filling a void that the traditional leadership never attempted to bridge, and which the pro-freedom leadership failed to address. It serves as a response to the shortcomings of both; it embodies the suffering of the people, while also facilitating a transition in leadership.

A prominent feature of this movement is its peaceful nature. In a region where violence and uncertainty have deeply affected people’s lives, demanding public rights within a peaceful and constitutional framework is a sign of significant political maturity. This lends moral strength to the movement and bolsters its case before the world. A peaceful struggle allows for broader participation—encompassing women, the elderly, and the youth—and this widespread involvement serves as fertile ground for the emergence of new leadership.

If the people across all parts of the state come to realize that the solution to their problems lies not in any single family or individual, but rather in collective consciousness and collective leadership, then this movement could transcend regional and territorial divisions to lay the foundation for a new political tradition. To achieve this, the movement must strengthen democratic norms internally, ensure transparency in decision-making, and keep its doors consistently open to new leadership.

Most importantly, this movement must avoid repeating the mistakes of the past. Instead of relying on specific personalities, it should build an institutional structure—one that remains intact even if an individual departs from the scene. Passing on leadership to future generations is not merely a slogan; it is a prerequisite for survival.

Furthermore, it is essential to foster connection and solidarity among the various parts of the state. When the people of Indian-administered Jammu and Kashmir, Pakistan-administered Jammu and Kashmir, and Gilgit-Baltistan begin to view each other’s challenges as their own, the walls of division will weaken, and a shared consciousness will emerge.

The people of the state of Jammu and Kashmir have endured a great deal. They placed their trust in their leadership, only to be met with indifference. They witnessed the sacrifices made by ideological leaders, followed by a void left in their wake. For the first time, a movement has emerged in which the people themselves are becoming the architects of their own future. History teaches us that leadership which rises from among the people is the only kind that proves enduring.

If this awareness persists and the new generation embraces this responsibility with seriousness, the day is not far off when leadership across every part of the state will be founded on public trust rather than on hereditary positions of power. This responsibility rests, above all, upon the youth of the state—who are the owners, heirs, and guardians of this land.

The youth are at the heart of this entire discourse regarding the future. Therefore, it is imperative to address the youth of the state directly and draw their attention to the responsibility that history has placed upon their shoulders.

The youth must fully realize that they are the future of this state. You must step forward, learn for yourselves, and take the reins of leadership. Leadership is not a gift to be acquired through family inheritance or the patronage of others; it is earned through knowledge, consciousness, character, and struggle. While the traditional leadership groomed its own children for power, you must prepare yourselves to serve the people.

O youth! You are the owners, heirs, and guardians of this land. This territory, its resources, its history, and its future are a trust placed in your hands—and you are the only ones truly capable of safeguarding them. Among the generations that came before you, some paid the price through sacrifice, while others exploited the land for personal gain. Now, the choice is yours: which path will you follow? To achieve this, it is essential that you make education and study your primary tools; take the initiative to learn about and understand your own history and rights; master the skills of collective struggle and organization; learn to tolerate differences of opinion and resolve issues through dialogue; and prioritize the collective cause over personal fame or self-interest.

The moment the youth—the true inheritors of the state—realize that their future lies not in the hands of others, but in their own, the crisis of leadership will begin to come to an end.

One of the bitter chapters in the history of the State of Jammu and Kashmir is that the issue of leadership has manifested in the same form across all its regions.
