Names of 20 Additional JKJAAC Activists & Journalist Ajmal Shaheen Added to Fourth Schedule

The government of Pakistan-administered Jammu and Kashmir has added the names of 20 additional activists affiliated with the Jammu and Kashmir Joint Awami Action Committee (JK-JAAC) and a journalist, Ajmal Shaheen, to the Fourth Schedule under the Anti-Terrorism Act of 2014; simultaneously, a notification has been issued to remove one individual’s name from the list.

According to notifications issued by the Home Department, a total of 21 individuals have been placed on the Fourth Schedule under orders issued on September 29, September 30, and October 1, 2026. The notifications identify these individuals as activists of the Joint Public Action Committee.

Those added to the Fourth Schedule include Muhammad Hanif (son of Rahmatullah) and Fazal-ur-Rehman (son of Mirza) from Neelum District; Mansoor-ul-Haq (son of Muhammad Altaf Khan) from Bagh District; and Raja Sajid Aziz, Muhammad Zahidullah Khan, Abdul Hannan Khan, Mahmood Ahmed, Khurram Shahzad, Mufti Abdul Haleem, Ajmal Shaheen, Retired Lieutenant Commander Khalid, Jibran, and Sabeel Tariq from Poonch District.

Similarly, the list includes the names of Ashfaq Ahmed from Sudhnoti District; Muhammad Shaukat from Kotli District; and Samaira Jahangir, Muhammad Jahangir Khan, Muhammad Tanveer Jahangir, Tauqeer Jahangir, Zeeshan Kiani, and Muhammad Kiani from Muzaffarabad District.

Ajmal Shaheen, who has been included in the list, is reported to be from Poonch District. Ajmal Shaheen has been working as a journalist for several years; this is not an isolated incident, as the names of numerous working journalists from Poonch district have previously been placed on the Fourth Schedule.

Meanwhile, the Home Department has ordered the immediate removal of the name of Raja Kaukab Shahzad Rathore—son of Raja Ayub Shahzad Rathore and a resident of Haveli district—from the Fourth Schedule. Relevant authorities have also been directed to update surveillance and official records accordingly.

These orders regarding the inclusion and removal of names from the Fourth Schedule have been issued by the Home Department.
