Tourism, youth and sports projects fail, Rs 934 million development funds returned

The official document of the Annual Development Program ADP 2025-26 of Pakistan-administered Jammu and Kashmir has raised serious questions about the government’s planning and effective use of funds.

According to the document, Rs 671 million allocated for the tourism and archaeology sector, while Rs 263 million for youth, sports and culture were returned due to non-use in time. Out of the total development budget of Rs 120 crore, only Rs 266 million could be spent on projects.

Rs 726 million allocated for the repair and restoration of Red Fort Muzaffarabad and Rs 1835 million for the development of other tourist sites could not be fully utilized, while Rs 3474 million allocated for new development projects was also returned. The crores of rupees allocated for ongoing and new projects of Youth, Sports and Culture could not be converted into practical projects.

Experts say that this is not just a matter of statistics but is linked to public convenience, tourism development and youth opportunities, in which delays directly affect the people. Political and public circles are raising questions about the performance of Tourism Minister Fahim Rabbani, Advisor Youth Sports and Culture Sardar Ahmed Sagheer and the relevant administrative head Sardar Ansar Yaqoob.

Now it remains to be seen whether the government clarifies after this official document or it is also buried in traditional files.
