According to a notification issued by the Home Department, approval has been granted to include these individuals in the Fourth Schedule under Section 16(1) of the Anti-Terrorism Act, 2014.

The notification indicates that while the listed individuals hail from various districts of Kashmir, some also belong to other cities in Pakistan.
